Is it legal for an employer in CA to require us to attend UNPAID MANDATORY MEETINGS during our lunch hour?

I have a full-time job with hourly pay. For the past year, every 3 Months, my employer has required employees to attend mandatory meetings which typically last one hour. We are told to clock out for these meetings, because they count as our lunch break. Food of our MANAGER'S choosing is provided during these meetings. Shouldn't we at least be PAID for attending these meetings?
