Is it legal for a coworker to touch your personal office items without your permission?

My department was moving to a new building, so we all packed up our own office belongings in boxes and they were taken to the new office building site. However, since COVID, I had not gone into the new office building to unpack my items, but my coworker unpacked all my personal items for me without my permission. Is this legal?
