Is it legal, absent employee agreement, to hold a first paycheck until separation with the company?

Trying to get confirmation from a corporate voice, but I am told that my new employer ( who is buying a medical practice with whom I am currently employed) will be holding my first pay check until I leave the company. I understand that there would be no issue with an "arrears" situation, where the bookkeeping just needs to catch up to a new schedule, but I have been repeatedly told that, indeed, the first check is held much like a security deposit. Absent agreement to this arrangement, how could this be legal in Virginia?
