Is it illegal to pay different for exact same job based solely on cost of living differences?

The company I work for was recently bought out by Xerox. All of a sudden, the employees in my city got a big boost in pay. I found out through a supervisor that the reason was that employees in another city in Texas has a higher cost of living than my city and they were always paid more, but the new owners decided to give everyone that does the same job the same pay. Is this illegal to pay more just for cost of living being higher? And if so, for the past 2 years I think I and about 25+ employees in my city are owed quite a bit of back-pay.
