Is it fair to dock work hours after filing a grievance against a manager?

My daughter, a recent college grad has worked for a well known sandwich shop for nearly 2 years. A recent new manager was very rude to her. She filed a grievance with HR corporate. Now the manager has docked her hours (normally 15-20) to 2 days a pay period which I thiink is wrong. She had just gotten into a lease agreement after graduating. Although she is looking for new employment, the lack of work hours is hurting her. Is this a fair labor practice? The manager is not working on the 2 days she is allowed to work but her hours have been severely docked after filing the grievance. --concerned parent.
