Is a company obligated to pay out accured vacation time at the time of a lay off?

On Tuesday, June 22, 2010 I was let go from Bonnier Corporation. I was a remote employee working from the DC area. I was given severance pay, but was told that Bonnier does not pay out vacation time. I have three full weeks of vacation that was never used.
