Is a Contracted Employee (Implied or otherwise) protected against retaliation in Texas?

I had an implied contract as a Grant Writer for a small At-Will City in Texas. I was fired on 1/9/19 by the Mayor who stated "I don't need a reason". The reason is that I was party to reporting him and the City Secretary, among others, for on-going, serious legal violations. There is also sexual harassment and racial slurs involved (very uncomfortable statements made to me by the Mayor). I cannot seem to find anything that states that a contracted employee (implied or otherwise) is Whistle Blower Protected in Texas? Please help.
