Is a 25% owner a HCE
Company A provides management services (management, HR, employees, etc) to Company B. B's share of A's gross receipts is 19%. A is owned 100% by J. B is owned 75% by J and 25% by S. Plan excludes HCE's. S is in the plan. A and B are not controlled groups. Are A and B an affiliated sevice groups under "Management" or "PEO". (J owns 100% of companies A, C, and D and they are all in the plan also)
