If you have 16 years on a company seniority roster, can a new higher that is former military add all of their years and

If I was a seniority member with 16 years on a union seniority roster. Does the company have to add the military years of a veteran the day they hire the veteran? For example the veteran had 25 years of military service, does the veteran jump ahead of all of the senior people (with 24 or less years) the day the veteran is hired? Or does the veteran go to the bottom of the seniority roster on the day they are hired and the more senior employees stay in their current position on the seniority roster?.
