If you change position and you get a pay cut because of this change, can they take my pay increases that myself and the whole department had received in the past three years?

02/2013 was a deputy sheriff then was promoted to investigation. I received a pay increase because of the promotion. On 12/2015 they change my position back to patrol deputy, I understand them taking the deferent on pay from investigator and deputy but can they also take the two in service or cost of living pay increases than the whole department got during those three years?
