If working as an independant contractor if the company refuses to pay you are you able to keep the products you have ?

worked as an independant contractor for (Truconnect) taking applications and handing out free government cellphones to low income people {lifeline program}
It looks like the company is folding and is not paying agents their commissions...do the agents have the right to keep the phones to try to sell them and recover some of the money owed to them? or do we have to return phones to company?
