If my term appointment with the federal government did not get renewed, can I claim unemployment?

I was working on a TERM appointment with the federal government. A term position is one which is not to exceed 13 months, but can be renewed for another year depending on needs, funding, performance, etc. They did not renew my term after 13 months. Can I claim unemployment?
