If an employee submits a complaint in writing just to get it out of his chest, can a supervisor be liable since it is in writing?

If an employee wants to vent on a supervisor and puts it on writing and says that it is not fair how she/he have been treated by HR. Can the supervisor be liable since the venting has been submitted in writing or email?
