If a company has wrongly paid you for one year (higher) how long after can they request it back?

My husband had been receiving a housing allowance ($1000/month tax free) while living in NY. In April of last year, we moved back to Miami and renegotiated his contract which no longer included the housing allowance. However during the first two months of moving, the company did not remove the housing allowance. My husband brought this to HR's attention multiple times over the phone and via email. Their response was they would process it asap. Now 11 months and $11,000 later, they have finally noticed it was never cancelled and are asking for the return of the money. How long do they have to request the money back and is there a possibility to negotiate?
