I turned in a memo on a supervisor for threats and harrasment.. but it was lost. what do I do

I turned in a memo to my head supervisor (I am a federal employee)about basically taking the last straw. On many occassions the supervisor belittled me. Then on one occasion over the radio for all staff to hear he makes the statement " if you continue to be a smart-ass I will have you removed from your post", when I know by policy he cannot do this. I took it as a threat and felt because of this it may place me in a hostile work environment as well due to the favoritsm he shows other staff members. I turned in a memo and spoke to my union about writing a greivance against him. I was told the greivance was being taken care of by teh union, and that the memo was turned into the investigation department by my head supervisor. As time went by I never heard anything about it. I would inquire about and get no response. Due to past occurances with other staff members having simalar things happen to them I decided to check into once more. I was told that the memo could not be found anywhere as if they swept it under the carpet. I have proof of all that has happened and they continue to do nothing about this supervisor. I still need to find legal respresentation for this. I was told since upper management did not take the steps they were suppose to, I should have a lawsuit at hand. But there still leaves the supervisor and all the proof ( which I have hard copies for which they so called lost)... what should or can I do?
