I signed a relocation agreement. 4 months in, the parent company is splitting up the divisions.

I took a job with a 4 billion $ company. They paid for my reloaction. If I leave before the 24 months ends, I must pay it back. 4 months into my employment, they have decided to split the companies.
I will be employed with the smallest division and would have never come if this was announced beforehand. It will take 10 months for the split but there are alot of unknowns now. I feel as I am stuck because I cannot look due to this relocation agreement where others can. Do I have just cause to pursue other opportunities or have to wait and see if I have a job next year?
