I resumed my job after being unemployed due to Covid-19, but I am not doing my regular duties?

I am currently working as an Office Manager for the Catholic church this past two years but was an admin assistant 2.5 years prior to that for the Diocese. Last Feb, my pastor informed me that at the end of the fiscal year 6/2020, my title will be dissolved and I would have to re-apply for Admin Assistant position with the same job duties as my Office Manager with range pay of 36-44K. My pastor stated that since I am already doing the job that he would rather me apply for the position. I asked if I'd be guaranteed the 44K if I re-apply since that would be a 5K paycut for me. He stated that it depends on the qualification of the other applicants. I then asked if I do not get the job, would I be considered laid off, he did not know the answer and was told he will get back with me with the answer. Weeks passed and Covid-19 happened. I was laid off instantly for a month and when the church was granted the Federal grant PPP, I was asked if I would return to resume my Office Manager position. I said yes, except I was not given back my regular duties. My boss has changed all the procedures and software I have used and would not train me to learn it. I was given a project and whenever I offer to help with my regular duties, he would dismiss me. Is there a foul play happening, please advise.
