Can an employer enforce a repayment agreement letter?

I have signed an agreement to have relocation funds and sign on bonus deducted from a final paycheck if I am terminated or voluntarily quit within the first twelve months of employment. I have been asked to relocate again and am 20 days away from the 12-month mark. The relocation offer this time is less than half of last year's offer and I will not be able to move again. I fear if I reject the new relocation offer, my employer may terminate me. Am I bound by the current agreement? Have had no issues in 6+ years with this employer. Feel the reduced offer is a ploy to get me to quit.
