I have 120 hours of vacation time that the company states is owed to me, but my store manager keeps

I have worked for hobby lobby from April 2010 to Feb 5 2017. I had 120 hours of vacation built up and I was told it would be paid out to me. Two weeks later my manager still hasn't terminated me and now two monthes later she still has not paid it out to me. She has to manually key it in in order for me to get my check. It is company policy for the vacation to be paid out. The money is owed to me and she can't use is, but she refused to pay it out to me. I have called hr two to eat and called her multiple times to remind her. She keeps saying she forgot. I'm tired of dealing with this as she constantly played around with not paying her employees their PTO and vacation when I worked there. Is there any law against this? I am tired of being at the mercy of this woman.

If Hobby Lobby has a policy to pay out accrued but unused vacation time then it must comply with that policy. The easiest approach is likely to file a wage claim with the TWC for the vacation pay.
