I am in Pennsylvania and our employer informed us this past week that any vacation time that was earned last year and carried over this year is no longer available to us as vacation time. It has been placed into a "bank" in which we are only allowed to access in the event we are out of our current PTO time and we are hospitalized. If we leave our employer, we will be paid for only 1/2 of the time. We were given no advanced notice of this policy so that we may have the opportunity to use our vacation time prior to it being "locked" in this bank. Is this legal?
