I am in Illinois, can my employer force me to go negative in my sick and vacation balance?

This is related to the Covid 19 pandemic. I had previously worked 40 hours a week. After being told to work from home for a few weeks full time, a month ago my hours were cut to 10 hours a week and I was told I had to use my sick and vacation time to be sure to have 40 hours on my check.
I have now exhausted this bank. I was contacted by HR and told that I was to "borrow" 40 hours of sick and 40 hours of vacation to be sure that I am getting 40 hours a week. This would put me into the negative on both banks. I asked about a policy regarding this- I did not receive a policy, just a promise that this will be sorted out later. I do not want to do this. Can they force me to do this?
