Employer asking to repay relocation benefits given after leaving the organization

Hi, I am IT professional.
My previous employer is asking to pay $8,500 on account of relocation and recruitment charge as i left after working for 8 months.
Air Tkt - 1395
Accommodation & Car Rental - 2112
Relocation Charge - 1500
Lease break - 1500
Admin Fee (Payroll, Attorney Fees for VISA) - 2000

My signed offer letter has below clause
Relocation Assistance -
If you terminate voluntarily within 24 months you will pay all monies paid under this caluse. Relocation Assistance include expenditure listed below not to exceed $5000 or actual.
*Flight Charge & 2 week hotel accommodation

Do i need to pay back entire amount of $8,500?
