Federal Contractor, company lost contract, now pay docked for vacation

I am a Federal government contractor. A few months back, my employer, GTS, retroactively changed their leave policy in anticipation of losing the contract (which they did). They changed the policy so that zero accumulated leave was granted (shows on our pay stubs), until a year of service. Since they lost the contract, they are now threatening to DOCK OUR WAGES to account for the leave that is not in our pay stubs (and some of us already took with authorization), for any of us with under a year of service. It is not the employee's fault that the contract was lost, why are we being penalized?
