Is your fear of flying actually documented with a doctor's diagnosis as a phobia or is it just normal anxiety associated with flying? Is flying a substantial part of your position? Your employer has a right to expect that its employees will perform the substanial duties of their jobs. Without a definitive diagnosis of a phobia, my opinion is that your employer can expect you to fly if needed or requested by it. If you have a diagnosis of a phobia, then possibly your employer will have to accommodate that phobia by allowing you alternative means to travel.
