Employer allowed me to take a voluntary demotion and go 100% remote, but are now demanding I return.

I recently took a voluntary demotion to a remote specialist as opposed to my former role of a manager. The move was because of a family situation. I received support initially and my employer worked with me, allowing me to go 100% remote. However, after a few months of being remote, I am now being told to return to the office location permanently. I am not being offered the manager position and am being told that, in order to retain my specialist position, I need to either move back or find a way to commute. This feels like a bait and switch, do I have any options?
