Does the employer have to notify the employee that they are eligible for FMLA

I was having a lot of medical problems. I did not know anything about FMLA. I talked to human resources about what I could do, and they said nothing just reprimanded me for the time that I was absent. My hours were cut, and I am now working in another position. I did not know about FMLA, and did not know that I qualified until the next year when a friend told me. I looked it up, and sure enough I qualified, but it was never told to me. They do have signs posted in HR, but I never noticed them. Is there anything I can do, and did they have to notify me that I was eligible?? Please help. I am in Texas.
