Does an employee get an extra week of vacation?

I work for a small company in Nevada and have an employee that has been with the company about 5 years doing payroll and other accounting functions. When she was hired she negotiate 3 weeks of vacation time. The company policy in the Employee handbook indicates employees who have worked for the company for 0 to 4 years gets two weeks paid vacation and 5 to 10 years gets three weeks paid vacation. When she hits her 5 year mark does she get 3 weeks of paid vacation or 4 weeks of paid vacation?
