Do the unemployment rules in Georgia qualify my case for constructive dismissal?

This is a brief description of what I would bring to the unemployment office in Atlanta, GA to press for a constructive dismissal and I wanted to find out if you felt I had a strong case. In short, employee hours were cut in April (by one full day per week) and this past Friday we were informed our direct deposit would not clear and we are being told we will get paid when they have money (with no definite date). When I inquired if this was a forced termination or if we were expected to work for free, they stated that I did not have to work until I was paid and that was fine with them. The company is not financially stable and this has put a major strain on my household. This is a breach of employment contract. I do have e-mail documentation.
