Do I have any grounds for an official complaint or case of any kind?

Hello. I have worked at the same company since April 2010. From April 2010-May 2012, I worked part time as I was working on my degree. When I obtained my degree in May, I transferred to full time in June 2012. I did not receive a raise. In January of this raise, a couple people received raises that do not have (nor are working on) any degree, have been here shorter time than me, and have less duties/responsibilities. Also, new hires at my company (and within my department) with no prior experience in my company's particular line of work got hired on at a much hire rate than I'm at. Additionally, I had been working hard towards a promotion for over year and am even fully trained in the position I have been aiming for. However, in order to save money, the company promoted someone with far less experience, no degree, and the same seniority as me. Given the details I have provided, do I have any grounds for an official complaint or case of any kind? Thank you
