Do I have a case for discrimination or hostile work environment?

My supervisor has declined to pursue disciplinary action towards two older males in my department. One of whom tried to unhook my bra twice at the Town Hall Christmas Party and took a photo of my butt in a Halloween costume and showed it to other male staff members. The other male was aggressive towards me, cussed me out and called me names on 3 occasions. In the case of the bra incident, I brought it up in front of both her and the male staff member whom claimed it was a joke and laughed it off. When he was showing photos of my butt the HR administrator was in the room and told him he better be careful because he could get fired with the "me too" movement happening. No action was taken towards either employee. Additionally, a female member of the police department came into our offices and began yelling and cussing at my. My supervisor just shut her door and allowed it to continue to happen. I emailed a complaint to the Police Chief and Town Manager and no action was taken. My supervisor has now written me up twice over the course of 4 weeks over my overtime, which has not reached the limit set forth by the Employee Handbook. The handbook states we can accrue up to 240 hours and I have 198. The first write-up I contested with HR due to it's numerous factual inaccuracies. The second write-up I plan on contesting as I immediately took time off which eliminated the comp time I accrued during extenuating circumstances the last week of our summer day camp. Both of these write ups came after meeting with the Town Manager to discuss my frustrations with leadership in my department and concerns about my supervisor.

I feel like I am being targeted and discriminated against. Do I have a case?
