Disciplined without ability to review or access to employment contract

I'm a member of a union (AFSCME). I have for the last couple years I have been in contact with my union representatives and managers requesting a copy of our employment contract. Consistantly and persistently emailing (currently over 20 pages of emails back and forth) and referencing anyone I could but still not receiving contract. In fact none of my coworkers have received or seen the contract either. My managers said get in touch with steward, union steward said get in touch with union reps, union reps said they already sent it, and my stewards said they never got it, ect... I imagine this is because of massive turnover of associates and managers quitting and changing positions, but I have still not recieved said contract. Recently I got written up and disciplined for something that is supposedly specified in the contract and the punishment of which I was not aware of. I feel as though I want to review said contract before signing anything. Is this proper protocol? Should I ask once again to receive a copy of my contract before signing anything? I only ask because no one within my company or union currently seems to know anything and I'm beyond
