Cut in my pay!?

This can't be right! I am a Registered Nurse and have worked with the same home health care for approximately 10 years and loved it. Several years ago, this company changed everyone's pay from hourly to "pay per visit." Just several months ago, I am now told my pay is being changed from the "old way" to "the new way" which is less pay. I am now not being paid for the time required to be in the office and complete my job. The company has always paid 1 1/2 units(patients) for a visit of 2 hours or longer including travel time. For example: If I leave from the office or a patients home and travel time is one hour then the visit time is one hour, I have always been paid 1 1/2 visits(extended visit.) Now, I am told an extended visit must be 2 hour "in a patient's home." Is this legal?
