Can your boss force you to miss doctors appointments?

My wife works at a pre-school, and they told her that she cannot take off in 3 weeks for her maternity appointment. She actually had 2 appointments that she managed to schedule in the same day. They told her she couldn't go then, but I think it jeopordizes the health of the baby to miss these appointments. They essentially told her too many people are on vacation during the summer. If she calls out (she has sick days left), it's implied she will be fired.

So the choices are to miss appointments throughout the summer or to be fired. I feel this is illegally forcing her out of work.
