Can my former employer require me to pay back vacation time at end of my employment?

I live and work in Missouri. I recently accepted a new job, but have roughly 4 weeks of vacation time in my current job. I asked my boss about it when I gave him 2 weeks notice and he said that the only policy he is aware of is that I must work my final day. He also said it would be fine if I take the PTO and submit my 2 weeks notice 2 weeks prior to it running out and coming in for 1 day.

So, I approached my new employer and they said that would be fine. Now, when talking to my current boss about it again, he said he read the policy and that I must work the final two weeks unless I have manager approval. He went on to say that he will approve it, but it may get reversed by somebody he reports to. My boss approves both my time card and my vacation hours.

If he approves this and it gets paid out and then his boss says this is against policy, can they require me to pay back the vacation I use?
