Can my employer refuse to pay my already approved and taken vacation?

I put in for vacation in end of Feb. 2016 for April (1 week) and now my employer is saying I don't have the time and still has not paid me and is now going to pay my vacation. Is this legal?

As brief as it is, it doesn't sound legal. Contact the Attorney General's office Wage and Hour division to file a complaint.
