"Can my employer use my paid vacation hours without my consent" 2.0

"Can my employer use my paid vacation hours without my consent" Is a question I have that your answer doesn't seem to cover the scenario.
I'm salary and I have a set number of hours to work a month, based on 8 hour work days. I complete the hours early by working 10 hour shifts often. I submit my time sheet at end of the month. My supervisor approves it. Then someone in corporate fills in the last couple days of the month with 2 days of PTO and a floating holiday (that I was saving all 3) from my PTO/Holiday bank. In this case, can this "someone use my PTO days and "floating holiday" without my consent. For the record, I caught it in time and corrected it. However, I'm concerned that anyone can pull from my PTO or floating holiday "bank" and simply fill in what they perceive as voids without first checking with me.
