Can my employer force me to leave early to get rid of overtime hours?

I start early and work late. My boss makes me leave early to get rid of my overtime hours. So instead of 5 hours of overtime, I'll end up with my regular 40 hours and maybe an hour or 2 of OT

Yes, an employer has the right to set the work schedule, which includes the right to schedule employee so that they do not work overtime or have limited overtime. The law only provides that employees are entitled to overtime if they work over 40 hours in a week. You do not have the right to work over 40 hours in a week.

Non-exempt employees are entitled to an overtime premium for hours worked in excess of 40/week. Employees must be paid for all time worked.

The curtailment of excessive work hours is a purpose of the Fair Labor Standards Act.
