Can my employer disqualify Tricare, Medicare and Health Insurance Exchange insurance for POC letter?

My employer sent a letter that they require me to submit proof of other insurance if I do not want to purchase insurance through them. I am Navy Reserve and have Tricare Reserve. In the letter it says that Tricare, Medicare, and Health Insurance Exchange Insurance are not valid for POC. If I do not provide proof of coverage they force me to purchase their health insurance. Tricare does not allow secondary insurance, so that will be a problem. Can they disqualify Tricare as coverage?
