Can employer withhold pay for previous vacation taken?

My work handbook states that I receive 3 weeks vacation at completion of 5 years, and my supervisor advised me of my 3 weeks available this spring. I had 5 years empolyed on May 31st. I took my 3 weeks vacation and was paid (weekly) for them, throughout May and June. This week 40 hours was unpaid on my paycheck and I was informed that my supervisor "made a mistake" and I shouldn't have received that week until January of next year, so they "took back" 40 hours of pay from this check. How, if possible, can a company "unpay" me for vacation 2 months after the fact. And technically aren't they refusing to pay me for hours worked since they withheld from my check this week?
