Can employee pay be adjusted to State minimum wage for time

Proposed Employee Handbook language for field techs making $30 - $35/hour for regular time. We have never used this and hope never to have to, but could it be done this way?:

Call Backs Due to Work Error

If an employee has performed incorrect work and Company receives a call back to correct the error, pay of employee causing error may be adjusted to pay time needed to make correction at the rate of the employee or owner that made the return call. If the employee that performed the original work is assigned to return to correct the error, management may adjust the employee pay for the time required to correct that work to no less than state mandated minimum pay.
