Can an employor share information about a possible termination of an employee to their manager, who then shares that information to that employees Co-workers before that certain employee is even terminated?

After frustration with how the office was managed, an employee expressed their frustration and then smacked a wall (drywall) with their palm, causing a hole in the wall. That employee was sent home for a few days. All while another employee was claiming they were scared for their life due to the co-workers outburst. That employee even mentioned that they were scared that the co-worker would come back into the office to shoot the place up. When that employee has nothing to go off of to support her concern, other than the co-worker left a hole in the wall. This info was shared with HR, who told the manager that they were undecided on if they will terminate the co-worker for the outburst and that they wanted to sleep on it to make a decision. That HR conversation was relaid to other co-workers and the manager informed them of the “possible” termination before any termination has been pursuded. In fact, the co-worker that was sent home, still hasn’t heard a word from HR, only what other employees are relaying to them.
