Can an employer make you pay back front loaded sick time?

I've worked with a company for about 4 months (in Los Angeles, CA), after 90 days the owner said that he would front load my sick days instead of making me accrue them and was clear that I could take them anytime. When I told him that I'm leaving the job, he said that he is going to make me pay back any sick time that I did not accrue (based on the 1 hour of sick time to every 30 hrs worked formula). Is that legal? Obviously I wouldn't have taken the time off if I thought I was gonna have to pay it back.
