Can an employer make me sign an employee hand book agreement after 6 months on the job and make it retroactive?

My boss produced an employee handbook after she had me get licensed and work 6 months. She is now demanding that I sign her handbook. In the handbook, it stipulates that employees reimburse her for all costs associated with getting licensed if they quit within a year. I don't feel safe signing this. She is shady. How do I respond to her demand?
