Can an employer force you to be on call for 24 to 48 hours at a time?

I work in an emergency veterinary clinic that is open 24/7. Our new manager wants to make employees sign up for on call shifts (24-48 hours of being on call). Is this legal? What about the employees who already work 5 days a week and if they're days off are split (ex:days off are Sunday and wednesday?)
