Can an employer force an individual to sign their future intent regarding employment?

In a medical practice, the current providers have turned in 90 day notice to leave their jobs. The office is to remain open. Employees have been given 2 weeks and are being asked individually to sign a paper of their intent to stay or go at the end of the year. They are being offered $500 if they stay. This has cause a great deal of emotional stress and fear of job loss. Is this legal?
