Can an employer change to unlimited PTO retroactively without implementation plan or policy?

My employer notified us in mid-January that the company has moved to unlimited PTO, effective retroactively 1 January 2020. They have offered no guidance or process on how that will be implemented, what we are supposed to do if we already had approved leave planned, etc. They are putting together a working group to determine how to implement this retroactive policy. Isn't this putting the cart before the horse? Isn't this breach of my employment contract?
