Can a company reneg on reimbursing an employee tuition after the employee successfully completed her courses?

Can a company reneg on reimbursing an employee tuition after the employee successfully completed her courses? The courses were approved at the start of the semester and now the company is asking for justification and a written letter on how those courses pertain to the employee's job to justify why they should reimburse the employee that tuition. The employee can now be out $5,500 and she would not have enrolled in all those courses, if she knew at the start of the semester that the company would not cover the tuition.
