Can I sue either or my former BM branch manager or my employer for violating my OSHA 11C settlement agreement for a neutral referral OSHA settlement without adverse action?

I filed a OSHA 11(c) health and safety against my former empoyer who 1) sent me false payroll instructions, 2) placed me in unsafe working conditions by violation of health and safety company policies, 3) fired me for following payroll scam instructions 4) but she did the same to my male roommate but did NOT fire him. Later she denied him his union seniority on a new job bid.
After I a job application I was not called back, I hired a referral service to check my reference.
Tbe OSHA settlement said I get a neutral referal. I was not personally recommend by my gormer branch managrr and HR acked for a waiver of neutral refereal by company policy.
Can I sue my former boss for slander? ..for lying about my settlement turns. She is controling the new potential job hires by flagging who gets hired because all the old employees are being hired with the new potintial employer.
I filed OSHA ON BOTHE, OSHA CLOSED BOTH CLAIMING NO FAULT FOR NO ADVERSE ACTION.
Can I sue just my boss for slander?
Im so stressed out it is effecting my health.
