Can I file for retroactive unemployment compensation for reduced hours if my employer failed to notify me of my eligibility for unemployment compensation?

Employer cut hours due to need to save money, went from 33+ hours a week to 20, then to 13, then 7, and I was never informed of partial unemoyment compensation from my employer. The reduction happened spring 2018, with promises of hours picking back up by fall 2018. It is now Feb. 2019 and I'm still employed there with only 7-10 hours. Am I eligible for retroactive unemployment compensation?
