Can Employers require you to submit a video application?

Employers requiring you to submit a video application in addition to your resume to be considered for an interview or for employment, is that legal? According to the EEOC employers should not ask for a photograph of an applicant. If needed for identification purposes, a photograph may be obtained after an offer of employment is made and accepted. Wouldn't video be the same as a photo?
